What is the difference between Village Park and the Meadows?

The VP community is made up of both single-family homes and a townhome community called the Meadows.  The Village Park Homeowners Association (HOA) governs the entire VP community.  All residents in both the single-family homes and townhomes pay an equal pro-rated amount for the maintenance, care, and cost of certain common areas (Entrance, Gate, Roads, Infrastructure, Drainage, Signage, etc.). ONLY Residents in the townhomes pay an addtional equal pro-rated amount for the costs of maintenance and care of the Meadows common property.  Townhome owners have responsibility for the cost to maintain their homes. As a benefit, the HOA assists Townhome owners by paying the costs to maintain certain exterior surfaces, such as painting building exteriors and ground level decks.  A comprehensive list is published in Association Guidelines - Meadows TwinPlex Exterior Portion Maintenance. The cost of roof and lower deck maintenance and replacement is the responsibility of the townhome owner.  The Meadows Committee manages the Meadows with direction from the HOA.

 

How much are the annual dues?

At the December HOA Annual meeting, the next year’s annual budget is approved, establishing homeowner member annual dues. All homeowners in both single-family homes and townhomes pay an equal pro-rated amount for the maintenance, care, and cost of common areas (Entrance, Gate, Roads, Infrastructure, Drainage, Signage, etc.).  In addition, residents in the Meadows pay an equal pro-rated amount for maintenance, care, and costs of the Meadows common property and townhome exteriors.

Dues are expected to be paid no later than 30 days after the annual dues notice from the HOA.  Meadows homeowners have the option to split their payment into three separate payments due Jan 15, May 1, and Sep 1.  A late fee of 12% per annum, is charged if payment is not received in 30 days. 

 

What are the expectations for the care and maintenance of dwellings and landscaping?

Village Park residents collectively benefit from quality care and maintenance of their dwellings and landscape.  Landscaping and maintenance of dwellings should be complementary and consistent with the maintenance and care of Village Park common areas. Single-family homes and Meadows townhomes should be maintained in reasonably and slightly condition at all times.  Timing, type, and quality of care should approximate that of contracted lawn and dwelling care.  

  • Several landscape examples include: beds planted and mulched, leaves removed, grass mowed, shrubbery & trees trimmed, etc. at approximately the same timeframe and quality as contractors perform the work on the common areas. 
  • Several dwelling examples include:  roofing, gutters, doors, windows, decks, driveways, drainages, sideways, paint, etc.  maintained at approximately the same timeframe and quality as contractors perform the work on other single-family and townhome dwellings.  

 

What are the Village Park rules and regulations?

There are a number of rules and regulations that are expected to be complied with. Here are some of the more noteworthy ones. 

  • Homeowners, guests of owners, and deliveries to owners are expected to adhere to the 20 mile-per-hour speed limit throughout the community as many homeowners walk along the roads and children play in driveways. 
  • No pet or other animal, fish, bird, reptile or other wildlife of any kind shall be kept on any homeowner lot except:  1.  Tropical fish, goldfish, parakeets, canaries, or other customary, domestic pets, that remain inside at all times and do not constitute a nuisance.  2.  No more than three cats or three dogs or any combination of the two not to exceed three, may be kept, as long as they do not constitute a nuisance.  They are not allowed off leash outside the homeowner’s property. All solid waste of any animal must be immediately removed and disposed of in a sanitary manner.  No pet of any kind may be kept if the same is deemed a nuisance by the board.  
  • All garbage, refuse, rubbish, and trash must be placed in containers.  Trash receptacles may not be visible from the street.
  • No loud noises, offensive odors or clotheslines are permitted.
  • No parking is allowed on streets.  Short term visitors and invitees are permitted to park on the street or designated parking areas for the time of their visit.   Recreational vehicles, boats, and other similar large objects much be stored out of sight and inside a garage.  Only family-size vehicles may be visible.  Garage doors must be in the down position, except when moving a car into or out of the garage. 
  • No signs are permitted on homeowner property, except one small tasteful sign temporarily placed by realtors or perhaps building contractors.  
  • No firearms, weapons, or fireworks of any variety shall be discharged or set off within Village Park.

 

 

What requires approval?  

Village Park Architectural Committee (ARC) approval is required for both single-family and townhome residents for construction of all new, updated, or added structures of any type.  This includes plans, specifications, potential contractors, finish color, changes to exterior colors, recreation equipment, and fencing. Additionally, any object greater than 24” in height requires ARC approval prior to installation in areas visible from the street.

Meadows residents need approval from the Landscape committee prior to making any landscape changes in the immediate area around their townhome.  Planting of annual flowers are exempt, as long as they are consistent with other plantings in the Meadows. 

Written approval requests should be sent to any HOA Board member, to be forwarded accordingly.

 

 

Is there an HOA transfer fee when a property is transferred from one owner to another?

Yes, the HOA requires a transfer fee to cover all costs that will be incurred by the HOA when transferring the ownership records from the seller to the buyer. These charges are associated with preparing and distributing documents, updating names and databases, changing security codes, and other administrative costs. The buyer is responsible for paying the transfer fee.
